This order gives notice that the United States intends to withdraw from the World Health Organization (WHO). It instructs the secretary of state to give notice to the secretary-general of the United Nations of the withdrawal. It also instructs the secretary of state and the director of the Office of Management and Budget to (a) pause the future transfer of United States government funds, support or resources to the WHO; (b) recall and reassign U.S. government personnel or contractors working in any capacity with the WHO; and (c) identify credible and transparent United States and international partners to assume necessary activities previously undertaken by the WHO.
This order might have an impact upon healthcare in the United States because (a) one of the roles WHO plays is detecting, monitoring and responding to emerging health, threats, pandemics and diseases of importance, and (b) the United States is the largest financial contributor to the WHO.
