This executive order designates international cartels as foreign terrorist organizations or as specially designated global terrorists. Its purpose is to address a national security threat posed by the cartels and other terrorist organizations to counter their destabilizing conduct through importation of deadly drugs and gangs through the southern border of the United States and engaging in violent activities in the United States. It declares a national emergency pursuant to the International Emergency Economic Powers act (IEEPA).
