This executive order is aimed at the Houthis and certain entities supporting them. The secretary of state is directed to submit a report to the president through the National Security Council concerning the designation of Ansar Allah as a foreign terrorist organization pursuant to 8 U.S.C. 1189. Following designation of Ansar Allah as a foreign terrorist organization, the secretary of state and the administrator of the United States Agency for International Development (USAID) are directed to conduct a review of United Nations partners, non-governmental organizations and contractors through which the USAID works in Yemen that have: (a) made payments to members of, or governmental entities controlled by, Ansar Allah; or (b) have criticized international efforts to counter Ansar Allah while failing to document Ansar Allah’s abuses sufficiently. The administrator of the USAID is instructed to take appropriate steps to terminate the projects, grants, contracts of those partners, organizations and contractors identified by the secretary of state and administrator of the USAID.
