The purpose of this executive order is to ensure adequate water resources in Southern California and to improve disaster response in California. It directs the secretary of the interior and secretary of commerce to take actions to override existing activities that unduly burden efforts to maximize water deliveries and to produce additional hydropower to Southern California, including by increasing storage and conveyance.
