This executive order sets a policy of the federal government not funding or supporting sex changes for children (individuals under 19 years of age). It directs the head of each executive department or agency that provides research or education grants to medical institutions, including medical schools and hospitals, to take appropriate steps to ensure that institutions receiving federal research or education grants end sex changes for children. It also directs the Department of War to exclude gender-affirming surgery for children from coverage under TRICARE which is the health care program for uniformed service members, retirees and their families.
A federal district court in Baltimore entered a nationwide injunction against the provision directing federal agencies to take steps to ensure the institutions receiving federal grants end gender-affirming surgery children. This executive order has also been challenged in a federal court in Washington D.C.
