The purpose of this order is to address the influx of fentanyl and other synthetic opioids from the People’s Republic of China (PRC) into the United States. The order finds that fentanyl and other opioids endanger lives, constitute a threat to public health in the United States and have created a national emergency. In an effort to stem the flow of fentanyl and other opioids from the PRC, the order imposes an additional 10% duty on goods imported into the United States from the PRC.
