The purpose of this executive order is to provide fair athletic opportunities for women by ensuring that only biological females can compete in women’s athletic endeavors in educational institutions in the United States. It directs the secretary of education to take appropriate action to protect all female athletic opportunities and locker rooms and thereby provide the equal opportunity guaranteed by Title IX and to prioritize Title IX actions against educational institutions that deny female students an equal opportunity to participate in sports and athletic events by requiring them to compete with or against or to appear unclothed before males. Finally, it directs all executive departments to review grants to educational programs and, where appropriate, to rescind funding to programs that fail to comply with the policy established by this order.
