This executive order mandates transition from paper-based payments of the federal government to electronic payments for all federal disbursements and receipts. It directs the secretary of the Treasury to cease issuing paper checks for all federal disbursements by Sept. 30, 2025. It does provide for exceptions for individuals who do not have access to banking services or electronic payment systems, certain emergency payments where electronic disbursement will cause undue hardship and certain national security or law-enforcement related activities. The executive order also directs a comprehensive public awareness campaign to inform federal payment recipients of the transition.
