This executive order is aimed at scalpers who use bots and other means to acquire large quantities of face value tickets and then resell them at an enormous markup in the secondary market which results in fans paying as much as 70 times the face value of a ticket. It directs the attorney general and the Federal Trade Commission (FTC) to ensure that competition laws are appropriately enforced in the concert and entertainment industry and directs the FTC to rigorously enforce the Better Online Sales Act, 15 U.S.C. 45c which prohibits the use of software to jump to the head of the line and buy up inventory in online ticket sales.
