The order calls for the increase of energy production, including coal, to provide for increases in electrical demand from emerging technologies. It directs the secretary of interior to: (a) report to the president on all coal resources and reserves on federal lands; (b) assess impediments to mining those resources and on lifting those barriers; and (c) prioritize leasing on those lands. It also directs the heads of various agencies and departments to identify policies that seek to transition away from coal production and electricity generation, as well as policies that discourage financing coal mining projects to ensure that they do not discourage those agencies from financing coal mining and electricity generation projects. The secretaries of commerce and energy are directed to identify regions where coal powered infrastructure is available and suitable for supporting AI data centers and high performance computing operations. Finally, it amends Executive Order 14241 (measures to increase mineral production) by adding coal to the definition of a mineral in that order.
