This order recognizes that the United States is experiencing an unprecedented surge in electricity demand driven by rapid technological advancements, including the expansion of AI and an increase in domestic manufacturing both of which increase the demand upon the national electric grid. In order to safeguard the reliability and security of the electric grid the order directs the secretary of energy to develop a uniform methodology and process for: (a) analyzing current and anticipated reserve margins for all regions; (b) identifying current and anticipated regions with reserve margins below acceptable thresholds; (c) ensuring any generation resource identified as critical within an at risk region is retained as an available generation resource in that region; and (d) issuing orders for dealing with emergencies in the electrical grid system.
