The purpose of this executive order is to ensure that the United States military possesses the most lethal war fighting capabilities in the world. Therefore, it directs the secretary of war to submit to the president a plan to: (a) reform, streamline and expedite the Department of Defense’s acquisition process; (b) analyze the acquisition work force levels required to develop and sustain war fighting capabilities; (c) reform and train the acquisition workforce to meet those goals; and (d) review the major defense acquisition programs and consider cancellation of programs that are 15% behind schedule or 15% over cost.
