This executive order directs federal agencies to procure commercially available products and services in preference to custom products and services. It also directs agencies to review all open agency solicitations, pre-solicitation notices and notices for solicitations of noncommercial products or services for compliance with the Federal Acquisition Streamlining Act of 1994. Finally, it sets up a process for oversight, evaluation and approval of noncommercial procurements.
