This executive order requires that a commercial vehicle driver must read and speak the English language sufficiently to converse with the general public; understand highway traffic signs and signals in the English language; respond to official inquiries; and make entries on reports and records. The secretary of transportation is directed to take steps to ensure that drivers who cannot comply with these requirements be placed out of service. The order also calls for improving protocols for verifying the authenticity and validity of domestic and international commercial driving credentials. Finally, it directs the secretary of transportation to take steps to improve the working conditions of truck drivers in the United States.
