This executive order recites that some state and local officials continue to use their authority to violate, obstruct and defy enforcement of federal immigration laws. Consequently, the order directs the attorney general and secretary of homeland security to compose a list of states and local jurisdictions that obstruct enforcement of federal immigration laws (sanctuary jurisdictions). The director of the Office of Management and Budget is instructed to identify federal funds to sanctuary jurisdictions that would be appropriate for suspension and termination. The order also undertakes to prevent public benefits being paid to aliens in sanctuary jurisdictions and instructs the attorney general to take steps to stop enforcement of state and local laws that favor aliens over US citizens.
