To that end, the order establishes a Department of Energy (DOE) test reactor pilot program, and directs the DOE to (a) expedite procedures to enable qualified test reactors to be safely operational at the DOE or DOE controlled facilities within two years following the submission of a substantially complete application; (b) approve at least three reactors pursuant to the pilot program with a goal of achieving criticality by July 4, 2026; and (c) provide assistance to applicants to ensure expeditious processing of applications for qualified test reactors.
