The purpose of this executive order is to strengthen and improve cybersecurity, defend digital infrastructure, and promote security with and in artificial intelligence. The order identifies China, Russia, Iran and North Korea as presenting the most significant threats to cybersecurity in the United States and focuses on defending the country’s digital infrastructure. It directs secretary of commerce to establish a consortium with private industry to develop guidance on secure software development and how to securely patch software and make datasets for cyber defense research available to the academic community.
