Due to positive actions taken by the new Syrian government, this executive order revokes prior sanctions against Syria effective July 1, 2025, but not with respect to actions, rights, duties or fines incurred prior to July 1, 2025. It also amends prior executive orders to impose sanctions on individuals and entities associated with the Assad regime who were involved in narcotics trafficking, human rights abuse, the disappearance of U.S. citizens in Syria and providing financial or other support to the Assad regime. However, with respect to the new government, sanctions are lifted so that the government is able to receive financial assistance from the United States; and U.S. persons are no longer prohibited from providing financial services to Syria or conducting business with the new Syrian government and Syrian financial institutions, assuming those persons or businesses are not subject to sanctions.
