This executive order directs that federal agencies shall only purchase large language models (LLMs) that are: (a) truth seeking (prioritize historical accuracy, scientific inquiry, objectivity and acknowledge uncertainty where reliable information is incomplete or contradictory); and (b) ideologically neutral (utilize non-partisan tools that do not manipulate responses in favor of ideological dogmas). The director of the Office of Management and Budget is directed to issue guidelines to federal agencies to implement the two principles and agencies are directed to put clauses in vendor contracts for LLMs in which the vendor certifies that the LLM complies with the two principles and agrees to pay decommissioning costs in the event of a termination by the agency for the vendor’s noncompliance with the contract, following a reasonable period to cure.
