This order seeks to address the growing problem of the homeless by taking action to provide institutional evaluation of, and outpatient or inpatient treatment for, homeless people with mental health conditions or who are addicted to drugs, or both. It directs the secretary of health and human services and the secretary of housing and urban development to increase accountability in the provisions of grants awarded for homeless assistance and transitional living programs that fail to promote treatment, recovery and self-sufficiency and to take appropriate action to restrict funding to programs that allow drug use by providing drug injection and safe consumption sites or by distributing drug paraphernalia on property under their control.
