Reciting various threats to the United States, including infringement upon freedom of expression of U.S. citizens, violation of human rights and undermining the interests of the United States in protecting its citizens and companies, as well as the political persecution of the former president of Brazil, this executive order applies an additional 40% tariff on the baseline 10% tariff already in effect. It does not apply to all goods — certain silicone metal, pig iron, civil aircraft and parts, aluminum, tin ore, wood pulp, precious metals, energy products and fertilizers are among the products excluded. The additional tariff took effect on Aug. 7, 2025.
