This executive order directs the secretary of commerce to establish a gold card program authorizing an alien who makes an unrestricted gift to the Department of Commerce to establish eligibility for an immigrant visa, using an expedited process. The amount of the gift shall be $1 million for an individual donating on his or her own behalf and $2 million for a corporation or similar entity donating on behalf of an individual. The secretary of commerce is instructed to take steps necessary within 90 days of the order to implement the gold guard program and to establish (a) limits on the numbers of visas allowed, (b) the process for application and expedited adjudication of gold card petitions, visa issuance and adjustment of status, (c) the date on which applicants or sponsors may begin to submit gifts for consideration and (d) a process by which an employee of a corporate sponsor can abandon his or her status and thereby allow the corporate sponsor to specify another individual for gold card status. Applicants will be subject to appropriate screening for public safety and national security, and the program is aimed at attracting aliens with extraordinary abilities.
