This executive order establishes the Genesis Mission which is a strategic initiative to utilize artificial intelligence to accelerate scientific and technological innovation by accelerating scientific discovery, strengthening national security, securing energy dominance, enhancing workforce productivity, and multiplying the return on taxpayer investment into research and development. The Genesis Mission is to be implemented by the secretary of energy, and the assistant to the President for Scientific Technology (APST) is to provide general leadership of the Mission, including coordination of participating executive departments and agencies through the National Science and Technology Council (NSTC) and issuance of guidance to ensure the Mission is aligned with national objectives. The secretary is to establish and operate the American Science and Security Platform (Platform) to serve as the infrastructure for the Genesis Mission; identify a set of initial data and model assets for use in the Mission; and develop a plan for incorporating data sets from federally funded research, other agencies, academic institutions and private sector partners. The secretary shall also establish and submit a detailed list to the APST of at least 20 science and technology challenges of national importance that the secretary assesses to have a potential to be addressed through the Genesis Mission and that span priority domains, including advanced manufacturing, biotechnology, critical materials, nuclear fission and fusion energy, and quantum information science. The APST is to work with the NSTC to expand the list of challenges and advance research and development of those challenges.
