This executive order prohibits the attachment or the imposition of other judicial process against funds held by the U.S. Department of the Treasury on behalf of the government of Venezuela or its agencies or instrumentalities because such process would substantially interfere with the efforts of the United States to ensure economic and political stability in Venezuela. Additionally, the executive order prohibits the transfer, payment or withdrawal of such funds, except to the extent provided by regulations, orders, directives or licenses issued pursuant to the order.  The order directs the secretary of state, the attorney general and the secretary of energy to take such actions as may be necessary to carry out the purposes of the order, including the promulgation of rules and regulations.
