The purpose of this executive order is to prohibit large institutional investors from buying single-family homes that could otherwise be purchased by families because the president believes that the practice of those investors has crowded out families seeking to buy those homes. The executive order directs the secretary of Housing and Urban Development, the secretary of Veterans Affairs, the administrator of General Services and the director of the Federal Housing Finance Agency to issue guidance preventing agencies and government sponsored enterprises from providing for, approving, insuring, guaranteeing, securing or facilitating the acquisition by large institutional investors of single-family homes that could otherwise be purchased by an individual owner-occupant or by disposing of federal assets in a manner that transfers a single-family home to large institutional investors. The executive order also directs the attorney general and the chair of the Federal Trade Commission to review substantial acquisitions by large institutional investors of single-family homes for anticompetitive effects and prioritize enforcement of the antitrust laws as appropriate against coordinated vacancy and pricing strategies by large institutional investors in local single-family home rental markets.
