This executive order recites the fact that 16.8% of the country’s population suffers from addiction and that addiction is a chronic, treatable disease with relapse rates similar to other chronic diseases. The executive order creates the Great American Recovery Initiative which is to be co-chaired by the secretary of health and human services and the senior advisor for addiction recovery. There shall be an executive director who is to administer and execute the day-to-day operations of the initiative. The co-chairs and executive director shall recommend steps to coordinate the federal government’s response to the addiction crisis; take appropriate actions to increase awareness of the disease of addiction; advise the heads of executive departments and agencies on how to implement programs that integrate prevention, intervention, treatment, recovery support and re-entry; advise agency heads on appropriate grants to support addiction recovery; and to consult with state, tribal nations, local governments and others on the best strategies to ensure more Americans receive the treatment they need for addiction.
