The purpose of this executive order is to ensure that future arms sales prioritize American interests by using foreign purchases and capital to build American production capacity of weapons. This goal will be achieved by selling U.S.-made arms to partners and allies. The secretary of war, in coordination with the secretary of commerce, shall: (a) submit to the president a sales catalog of prioritized platform systems that the U.S. shall encourage allies and partners to acquire; (b) identify foreign military and direct commercial sales opportunities; (c) develop criteria for determining which weapons platform capabilities require enhanced end use monitoring; (d) submit a plan to the president to reduce the third-party transfer processes; and (e) develop a process to provide advanced notice to allies and partners of upcoming opportunities and deadlines for the purchase of arms.
