The purpose of this executive order is to protect U.S. citizens from criminal actors, which may include foreign nationals with criminal histories who have entered or remained in the United States in violation of the U.S. immigration laws. The executive order directs the attorney general to give the Department of Homeland Security (DHS) access to the criminal history record information (CHRI) in the custody of federal criminal justice agencies to the extent permitted by law. This information will aid the DHS in its screening and vetting missions. Additionally, the executive order allows the secretary of homeland security to exchange to the extent permitted by law CHRI with border security and immigration authorities of countries that have entered into agreements with the United States to prevent and combat serious crime (Visa Waiver Program) or other similar agreements with the United States.
