This executive order recites that advanced AI capabilities introducing new national security considerations require coordinated action across executive departments and agencies. Therefore, it directs the Committee on National Security Systems to prioritize the cyber defense of national security systems by taking appropriate action consistent with this executive order within 30 days of the day of the order. It also directs that the secretary of war shall prioritize the cyber defense of the Department of War; that the secretary of homeland security, through the director of Cyber Security and Infrastructure Security Agency (CISA) shall release binding operational directives and other guidance as appropriate to (a) expedite and prioritize the cyber defense of civilian federal government Information systems; and (b) establish or expand federal programs and cyber security services; (c) enhance AI-enabled defensive tools; and (d) facilitate access to cyber security tools and services. The secretary of the treasury is directed to form an AI cyber security clearinghouse that coordinates and deconflicts scanning for software vulnerabilities, discovers and validates such vulnerabilities, and coordinates the remediation and distribution of vulnerability patches. Within 60 days of the order, the secretary of treasury, the secretary of war and the secretary of homeland security shall (a) develop and maintain a classified benchmarking process to assist the advanced cyber capabilities of a AI models; (b) design a voluntary framework with AI developers, through which developers would be able to engage the federal government to determine whether models under development meet the designation of “frontier covered model;” provide the federal government with access to covered frontier models, subject to appropriate confidentiality, cyber security, insider-risk, and intellectual property protection and use and non-disclosure requirements; and collaborate with a federal government to select trusted partners that will have early access to covered frontier models to promote secure innovation and strengthen the cyber security critical infrastructure.
