The commission shall advise and assist the president regarding proposals to establish the Space Academy, which shall be dedicated to combining rigorous technical education with leadership development, discipline and a commitment to public service in order to develop a professional corps of leaders prepared to advance American interests within the domain of space. The commission is to submit a report to the president proposing key details for its establishment, including an academic and leadership curriculum; service obligations for graduates; prerequisites for applicants; a process for selection of a permanent location for the Space Academy; legislative actions necessary to implement the commission’s recommendations; and a strategy for the establishment of the Space Academy.
