Governor Abbott signed Senate Bill 22—high‑profile legislation that expands and restructures Texas’ film and television incentive program. This bill is intended to stabilize to the moving image industry, with the goal of creating jobs and building the Texas economy. Thanks to the advocacy of famous names like Matthew McConaughey, Taylor Sheridan, and Woody Harrelson, this legislation should bring more productions to Texas.
What SB 22 Does
SB 22 injects $300 million every two years into the incentive program until 2035 and raises the maximum grant from 22.5% of qualified in-state spend to 31% of qualified in-state spend. Unlike programs in neighboring states like Louisiana and New Mexico, this incentive program does not provide less valuable tax credits but, instead, provides cash grants that are distributed shortly after completion of qualified projects.
The program also covers a wide variety of programming, including feature films, television, video games, animation and commercials.
The bill is slated to take effect September 1.
